Great reputation but we are ruining it

Neverminded the absurd blanket RTO policy that recently rolled out, the change management and communication capabilities of the leadership is horrible. Being in HR we cannot speak against company policy as we will be penalized and pushed out but we (HR) are being blamed by the employee population for decisions that we did not make, and often do not agree with. It is being made very clear that the leadership does not care about the employees. the word from the top is "we do not care if employees leave"
