Highly bureaucratic environment can slow down decision-making, causing decisions and changes to feel too late, or out-of-touch. In many roles, the pay is not particularly competitive, especially considering the job duties and responsibilities. In these cases, the job security and health benefits are the primary factors which attract talent, but many roles have proven hard to fill because the pay is just not high enough for the level of commitment being asked.
