some upper mgmt have way overstayed their expiration date. when an IT/Infosec team is built around someone because they had been their early mainframe developer, that's not necessarily the leadership and inter-personal, and social skill set you need to lead a dept. But out of fear of change by leadership, this person was left in this role for years without any prior mgmt experience, nor exp in the IT/Security fields, and their personality was the opposite of what's required to lead a dept. they were in way over their head
