Rather than embracing work trends such as remote work days or 9/80 work schedules, Toyota is reverting to old-school work styles. The open floor plan is too open - noise level is high. It is also very difficult to recruit well-educated, well-rounded local talent and more difficult to convince top talent to move to Texas.
