Still about as flexible and innovative as any agency in government.
Cons
Congressional meddling make work very frustrating. The near total absence of salary increases cause employees to fall farther and farther behind the private sector counterparts with whom they collaborate on a daily basis. GSA just can't attract the talent it needs to be an effective partner.
