They hire Ph.D.'s with minimum experience into executive roles and those executives only make decisions based on what the other campuses are doing. If a recommendation is to do something different, it is not happening. Low salaries, with exception of Chancellor, EVC and AVC's. Their salaries may be low compared to other UC campuses, but much higher than the employees who support them. Untrained/unskilled management staff who depend on their staff to do their work for them. The bad decisions and mismanagement that has occurred will take years to correct.
