Low staffing makes more work for existing employees which contributes to the toxic atmosphere. It takes months to hire new employees putting extra strain on existing employees to handle the workload. Government office equipment is second-hand, breaks all the time and it take months to get it repaired which also contributes to a toxic environment in the workplace.
