POOR upper management specifically at District/Regional levels. Much emphasis on work hours/ methods while caving in to unrealistic Union Contracts and expectations of altering within the contract agreements, thereby "perverting" work performances/attitudes of employee motivation, and initial levels of management. This lead to incredible amounts of Union Grievances, with greatest majority won by Unions in Arbitrations. And, excessive employee On the Job injury filings, most of which were bogus.Overwhelming Labor relations with FRIVOLOUS grievances, but severely affecting work performance/attitudes of remainder of employees having LOW morale, little motivation. In addition, the employees that performed ABOVE expectations, were GIVEN additional workloads, while those below standards/expections had their workload reduced.
