Some managers lack leadership skills. Some mangers/employees are resistant to productive feedback that would benefit the team/department as a whole. Annual Merits are based on a written self assessment with how you have met your department goals and company core values. If you want to write it well with examples it can be a tedious assignment (takes hours to complete) in addition to doing your workload.
