They pretend to listen to the employees ideas but they punish everyone for talking. They handle fear as the way of communication, they threaten employees with firing them if they talk about obsolete processes or employee rights, and they chase good employees until they make them leave the company. I've seen the best people leave because of the amount of pressure and work overload, as well as the critics of the managers because they feel threatened by good professionals. They have been removing benefits and tools so the employees need to cover with excessive work the company decision of not spending money not even on its own functioning.
