Management-heavy: ITS continues to establish an increasing number of management positions and promote individuals within the management ranks. At times, it's unclear who is responsible for specific tasks, leading to a lack of accountability among the management team. It often appears that securing a promotion depends on becoming a subordinate to one of the managers.
