An adequate place for someone early in their career to gain experience. But advancement and mobility are limited in most departments. Managers are subject experts, not leaders. No concern for employee retention or career development. Raises during promotions are capped, so employees are paid less than a new hire from outside. Overall, not a place to grow and have a career for anyone with ambition.
