Performance requirements set by the client are met but bonuses are not paid out and company won’t make up the difference. If you don’t ask for the annual pay review it will not be mentioned and your pay will stay the same.

The culture is the best part, it's what keeps people around when times get tough.

Cons

Honestly, the CEO is the problem. He needs to walk away and leave the company with someone that actually knows how to execute and actually cares about others. He's a big talker with zero follow through.
