No layoffs, but this can be a con, as incompetence is not grounds for firing either.
Cons
Technology used is outdated, so your skills will not be transferable to any other company. People who blindly follow are more valued than those who actually have skill. Management can easily torpedo your chances to move up since you need to ask permission to apply to any other positions in the company. Overall, not worth it. Start out with 3 weeks vacation. You won't get anymore vacation until after 10 years. And then again after another 10 years.
