Nice colleagues, pressure to donate time

Co-workers are so nice, and there is not a hostile or competitive atmosphere among the staff. Flexibility is great. Compensation and benefits above average.
Cons
The current funding environment has inspired FHI 360's winning strategy to be to underbid and over promise. Staff, especially at the PhD level, are expected to donate their time in the form of unpaid overtime on a regular basis. Projects are severely underfunded, and people are afraid to say, "Sorry, but what you are expecting for x amount of money is highly unrealistic, and we value our own staff and quality of our work more than to agree to do the work for this unrealistic, measly sum." As a result, the environment is highly stressful on an individual basis, but no one dares to complain. And so management gets away with it. The other con is that there is no comp time, meaning that it is not possible to bank hours of overtime worked. They are more than happy to accept free labor.
