Pros

Small Agency - If you're smart and work hard you can majorly impact your program or department. Lots of professional satisfaction. Flat Agency - Again, if you work hard you will be recognized. I've met with senior management on projects and I'm just a GS-13. SES level execs will make time for you and are interested in your opinions.

Cons

- The vast majority of staff are lazy and not very bright. Can be hard to stay motivated in this environment - Some management needs to retire. They are old school government that acts like they rule a fiefdom and are ineffective. Their departments suffer as a result. - Negotiate hard when you come in. Have other offers in hand. HR will meet whatever the other offer is. If you don't they will low ball you and then keep you there.
