manager was incompetent, when I brought concerns about manager to management above him they did not do anything, no support from leadership when issues arose.

Not enough staff to handle requests from the top on down. Management chooses outside hires instead of promoting from within, even when “promises” have been made. Salary for most jobs is below average.
