IT Senior management (DIR and higher) is out of touch with those they are supposedly leading or listen to only a select few that often are uninformed themselves. Frequently, the left hand does not know what the right hand is saying and doing, leading to conflict affecting support of the production and DEV environments. Very few qualified local candidates for IT positions and reluctance to hire remote work staff resulting in many unfilled requirements.

Very schedule driven. Safety seems to be secondary. Management struggles to lead effectively (top down), very conservative and unwilling to evolve, diversity in thought but not people centric, racial issues are common, not a stable work environment (layoffs are very frequent). Very reactive in their business practices. Promotions are next to impossible so negotiate very well for yourself because you may be stagnant for a long while. Good old boy system is very much embedded in the culture of the company. Super right leaning and it shows. Social reform initiatives (bias, etc) if addressed are just a check of a box and not really pushed to make real change.
