Overly focused on adherence to corporate policies

Corporate leadership is more focused on following policies than thinking of the person and the optics. I joined HNTB last May, hired as a transit engineer in support of several mega project pursuits. Unfortunately neither opportunity panned out and I was left without meaningful work. I did not foresee this changing in the short-term future, so I ended up accepting another position, leaving HNTB after approximately 10 months. When hired I was offered a small signing bonus in order to pay for some medical bills since I switched companies in the middle of the year and had met the deductible at the old company. HNTB decided to make me pay back this small bonus even though it was in their best interest for me to switch jobs as I was almost exclusively on overhead. I could have dragged my feet and continued to get paid for additional two months before leaving and keeping the bonus, but I felt like this was in neither my or the companies best interests. HNTB choosing to go after this bonus feels like a very short-sighted approach and makes me unlikely to recommend them to anyone I know in the industry who is looking for a new position.
