      ESOP Program is pretty good.

      Cons

      1- If you are not white, you aren’t right. 2- water resource leader is incompetent, which is reflected on insecurity from competent staff. This leads to marginalization, exclusion, intimidation, and insulting of competent staff to push them to leave so that the leadership remains in his possession.
