Management needs better training system and needs to take a one on one approach to teaching since everyone learns differently. Also need to know that just because a current employee has time in does not mean they are automatically correct regarding other employees. Also if you plan on firing someone don't be sneaky and allow them to continue working for two additional weeks while you hire new people and then spring it on them midweek. People have responsibilities to handle and can't afford the games especially with the economy being what it is.
