Pros

ICF is able to attract bright and interesting people to work with, The projects are always very interesting and there is a nice friendly and learning culture.

Cons

There is a lack of transparency around promotions and pay bands with big pay gaps between people doing the exact same job, and others being promotes without the necessary skills. Management continues to say salaries are benchmarked but ICF employees are aware of competitors paying much better salaries. There is a massive turnover due to this. Career progression is not transparent and there is a leadership culture of promoting people after they threaten to leave, rather than rewarding good quality work. They continue to recruit new members (difficult and costly) instead of paying people what they deserve and saving money on recruitment. Improved leadership, transparency around promotions and clear understanding of pay bands will help with the high turnover, and employees feeling unappreciated.
