Specific to the Rochester site: Some people in charge are allowed to act without consequence. If you are on their good side, you can do well. If you cause any issue (including things like pointing out government regulations that are *supposed* to be followed), you'll be on their bad side. That's when things like getting written up for invalid reasons start happening. You won't get your bonus, and if you stick around after that, they'll just terminate you. So, it's basically like high school with pettiness and back stabbing. It's a shame, though, as if they would just follow all of the procedures, things would not only be smooth, but successful.
