Pros

Diversity of employees reflects city's population. Tour of duty availability enables employees to choose one that fits their lifestyle and family needs. Training over the first 3 years allows "skilling-up" to obtain increasingly challenging and rewarding cases.

Cons

Technology equipment is archaic. Software is dated. Resources are tied to Congressional budgets so always at risk.
