Pros

The atmosphere is laid back and not too uptight. There are some opportunities for advancement and definately a secure job.

Cons

Currently in a hiring freeze due to limited government funds. Job openings are very, very competitive and the HR usually will disqualify you without actually looking at experience and just looking at time in grade or previous pay grades held.
