Mission, goal depends on politicians in charge. Doesn't retain talent based on merit. Gender, diversity (DEI) priorities prevent talented individual reaching permanent employee status. Levels of bureaucracy not seen in the USA private sector: 10 people managing for every one person doing all work (one consultant) at the end of the chain
