Middle managers are increasingly in the position of having to explain inexplicable corporate policy to their employees. The key set of rules is supposed to be the core management controls (CMCs) but they cannot be relied on because they are superseded by emails containing alternative rules that are only narrowly circulated among upper management. After filing all of the necessary paperwork and collecting all of the necessary approvals according to the CMCs, a proposal will be sent back on the basis that it doesn’t conform to revised instructions contained in an email that was never widely circulated. The structure is just broken.
