Pros

good dedicated lower tier people

Cons

they make stupid decisions putting the wrong people in charge. They motivate the lower level employees by threatening to move their jobs away to the corporate office or outsource them altogether. Force them to improve metrics without understanding what is necessary to do the job and all around step on the little people while treating them like scum.
