They don't really seem to know what they're doing a lot of the time, and are just throwing themselves at whatever contracting work they think they can get by saying whatever they think they need to say to get it (regardless of whether it's true). Lack of emotional maturity in the top leadership/management. Lack of coherent processes. Severe lack of transparency from leadership on down.
