Competitive Salary (depending on what personnel "grade" you're hired into).
Cons
Politics, clout and nepotism continues to undermine effective decision-making. Labor/Management relations are strained - "Union-busting" is implied by the many changes in the processes by which contract employees are able to move "up", and job titles/descriptions are inconsistent with job requirements. Too many "Chiefs" with essentially the same job function.
