What this means is you can hear 2 to 4 people in neighboring cubicles talking in the same meeting. That can be distracting, please get a conference room. Cubicles are like a prison cell with 5 foot walls and the cubicle layout is like a mouse maze. You might like this for privacy but it does not help promote togetherness or teamwork.
