Pros

Good support when the overall economic environment is good. Huge institutes with access to the most advanced scientific instruments. Good opportunities for collaborative research.

Cons

Critical scientific decisions still made with heavy administrative and political influences. Many higher level administrators do not have sufficient scientific knowledge to make strategic decisions that benefit science. Many bureaucratic rules and policies that impede scientific progress.

Pros

No monetary restrictions, for the most part. You can be guided completely by where the science is telling you to go--and meet some of the smartest scientists in the world. If you want to do a technique, someone on campus is probably doing it and raring to teach you.

Cons

Governmental spending snafus, including the sequester. Also, the lab culture and quality of life varies wildly depending upon which senior investigator you end up working under.
