Nike has been undergoing a reorg for over a year, and the roll out of those changes in Global Technology has been delayed again and again. Good engineers are leaving the company. There is a cloud of uncertainty due to the reorg, and many leaders won't make any decisions until it is done.
New CDIO is pushing rapidly to outsource IT to his favorite vendors and send work to India and Poland. I don't think this will go well for Nike, which traditionally has been a face-to-face meeting company. It doesn't always write down requirements, so getting engineers across the world to do this work could go slower or cause quality issues.
Promotions basically have been stalled for years. Backfills take forever to get approved, and even then sometimes they are denied or taken away from teams.
