Pros
NAVSEA does a lot of things well - leave accrual (both sick and annual), workload distribution, and making sure the employees have the time to take care of the things they need to outside of work.
Cons
While the core hours are 0900-1430, most people are in the office by 0700-0730, which makes for early mornings for most.
