Pros

Job security is easy to maintain as performance management is so protracted and painful to apply.

Cons

Takes forever to get anything done or changed and the unions stiffle every potential progress. A lack of a QMS has resulted in overly complex and bespoke policies, processes and approaches that mean what is being done easily by the outside industry takes forever, costs more and is less effective when done by the company. The job security means good people who are frustrated leave and you're left with the bad ones who can't find another job.
