The workload balance is broken. You have areas which are completely overburdened all year round with staff are at breaking point and a high turnover. In another area, you'll have far more staff than is needed for the volume of work. The 'beast' which is NR is so big that it's unable to check itself anymore. Management methods across areas appears inconsistent.
