Usually hiring due to large amount of turnover and "re-organization" every two years (ie layoffs)
Cons
My entire team supported my promotion for several years and communicated this to mgmt. This was ignored and a colleague was promoted despite this not being supported by any member of the team. I was repeatedly lied to by mgmt about the reasons for this.
