High employee turnover at store-level

My last couple evals I achieved what Publix calls "Role-Model" status which is the highest you can get for and eval and both of my raises were larger than the standard raise. Unfortunately it is not uncommon for my store to shaft me on hours. I had one of those evals 3 weeks ago and prior to it I was enjoying 30+ hours a week (split between two departments). After that eval my hours have dropped to 25, 27 and most recently 19.5. I'm about to be married and they know this. I have proven myself to be a superior worker as compared to nearly any and all else in my departments yet there remains a failure to recognize it (and I'm not trying to say I feel like I have to be recognized).
