Most development decisions are made by contractors and not employees. There is not a good acceptance criteria for software excepted from contractors. Upper management that doesn't understand software makes really bad decisions about what should be done with the software and have invested in really bad software. Long sleeve shirt and tie are required to work there for all IT staff.
