Decent benefits and decent work facilities.

In my experience, not a lot of promoting within. Managers do not proactively seek new projects, leaving team members to wonder how long they will be funded on an existing project. No proactive tool to allow employees to transfer within the company to another location to ensure work continuity within the company.
