If you are good at your job you get locked into that position and are not afforded an opportunity to grow because management doesn't want to replace you. There is no interest in helping people grow professionally within the organization in certain markets. People are not adequately compensated for the work that they do and any sort of "raise" has not kept up with COLA for the past several years.
