The more recent trend has been to hire mid-level management roles externally rather than promoting from within, which often limits growth opportunities. When those external managers are brought in, they are incentivized to perform immediately rather than to approach with analysis and thoughtful change. This causes disengagement from employees. You typically see this in a department or two at a time, not across the company.
