Cons
Lots of bureaucracy. Weighing of cost versus benefit of doing work is sometimes out of balance. A lot of time is spent deriving answers to exactness, when time/energy would be better spent on bigger picture. Little turnover, which sometimes leads to non-productive individuals or areas.
