Typical of big corporate business, people are hired by education rather than experience. When the educated, but inexperienced, fail, they just bring in another 'degree'. Typically, for fear of being seen as incompetent, the inexperienced don't accept feedback and make unuseful and, mostly, unnecessary changes which require staff to try to initiate.
