Backfilling a position is a lengthy process that takes months to get final approval to post a job listing for rehiring. Consequently, departments are frequently understaffed and overburdened with work. Budget cuts are made without a full understanding of the actual needs, leading to further strain when entire departments are laid off, and outsourcing of those roles is not completed before the termination of the affected associates.
