Pros

Small. Good Benefits. Basic work tasks.

Cons

hostile work environment. Since employees are protected under civil service rules this makes some employees feel entitled to not be fired and call people names and act very unprofessional. Management will sit back and not say anything. Employees are not treated equal including workload and work environment. More you work, harder you work and quicker you work means more of others work who are not willing to work.
