New management came in from other companies with reputations of toxic work culture, and cutting staff to rehire newer employees for less money. Management does not listen to staff recommendations, especially those doing the work. The company has done several re-orgs over the past year to get to TR's great plan. Along the way, they let go hundreds of staff (Yes the number is correct) and hired younger, cheaper salaried staff to do work they don't know how to do because they let go of those that did.
