Extremely top heavy management structure with long-time employees holding key positions. There may be many opportunities for advancement in the near future, as a large number of managers are approaching retirement age. But for now, there is an attitude that seems more interested in self preservation, and less interested in providing innovative solutions. IT at UPS is very mature, but in my opinion it has gone way beyond the point of where processes and procedures are a good thing. The processes are usually more cumbersome than the actual work that needs to be performed.
