- DIA senior managers drive talent away - Leaders act with impunity in their disregard of ethical decision making, integrity, and holding accountable those who fail to act honestly and fairly; they do not correct mistakes, they cover them up to protect managers engaged in wrongdoing instead - Oversight offices tolerate and in some cases partake in records tampering, withholding, destruction, and misrepresentation to protect senior leaders involved in wrongdoing and mismanagement - Individuals trying to effect positive change and whistleblowers are pushed out - Sec. 6422 of the National Defense Authorization Act for Fiscal Year 2023, "Oversight of Defense Intelligence Agency Culture," recognizes these issues
