Must travel for orientation and driving academy along with purchasing special insurance if driving personal vehicle

The culture of the PO is broken and has been for years. I have never seen an organization so mismanaged. All the problems point to the management who spend more time staring into a computer screen, rather than "managing by walking around". One supervisor in particular, creates a hostile work environment. It is clear that the present PM (and past) have not held him accountable. As to the mngmts effectiveness- To quote a colleague recently, "they couldn't manage a hot dog stand". Supervisors often are reactive to situations rather than proactive. I call it "fly by the seat of your pants" mngmt. The employee favoritism is clear. Certain ppl can do what they want, when they want, and no one says boo to them. The laziness of certain ppl is blatantly under the manager's noses and yet it is ignored. I guess this is common at the PO...bad behavior is not corrected. I've observed it for years and I see it daily. I honestly think union is lame as well, defending ppl with chronic work/ performance issues that should have been canned years ago. I have observed some integrity issues that I think would be terminable offenses for supervisors but I can't be too specific due to fear of reprisal. Oh and why doesn't the PO make profit? I see wastefulness daily... I am not going to go there though.
